A tailored approach by P4A and the Australian Transport Safety Bureau (ATSB) is strengthening accident investigation capabilities across Pacific Island states. 

As signatories to the Convention on International Civil Aviation – better known as the Chicago Convention – Pacific island states such as Tonga are working with P4A to enhance their institutional capacity and meet the world’s highest aviation standards

Launched in 2024, P4A represents the Australia Government’s commitment to building a safer, more resilient and sustainable Pacific aviation sector. In partnership with technical experts like the ATSB, the program includes comprehensive training packages to help participating program countries meet core International Civil Aviation Organization (ICAO) obligations, including in accident investigations. This multi-module program aims to provide foundational knowledge of ICAO reporting requirements alongside basic understanding of the actions and steps to take following an aviation accident or major incident.  

The first module, delivered earlier this year to Tonga’s Civil Aviation Office, was an introductory course to safety investigations and ICAO Accident and Incident Data Reporting. Participants praised this most recent module for its relevance and applicability to their roles, as well as increasing awareness of their ICAO obligations.

In August, representatives from Tonga’s aviation sector and first responder agencies came together for the second module, called Aviation Accident Site Hazards and Safety. Supported by user-friendly resources, including guides, checklists and training materials, the training covered critical areas for ICAO compliance, including Initial Actions Following an Aviation Accident, Hazards at Aviation Accident Sites, Bloodborne Pathogen Awareness, Critical Incident Stress Management , Working with Next of Kin of victims of an aviation accident and the correct selection and use of Personal Protective Equipment.  

This training program was developed by the ATSB, which is Australia’s national transport safety investigator and current chair of the ICAO Asia Pacific Accident Investigation Group (APAC AIG).   

P4A is excited to provide ongoing support for future training courses delivered by ATSB which will build on, and sustain the knowledge and skills on ICAO requirements developed through this initial engagement. This will enhance aviation investigations skills and develop capacity of Pacific states to conduct independent investigations into aviation accidents and incidents.
