Aviation is a key enabler of economic growth and human development in the Pacific.

Aviation connects Pacific Island countries to the world and each other, and facilitates tourism, trade, labour mobility and access to health and education services. The region faces many unique challenges in aviation, with vast distances, high costs and small populations. P4A seeks to enable the Pacific to harness the power of aviation to drive economic growth, connect communities, facilitate the movement of people and goods and bolster tourism.

Australia is working in partnership with the Pacific, whole-of-government agencies, multilateral organisations, and partner governments to deliver the Australia-Pacific Partnerships for Aviation Program (2023-2028).

Pacific Island country governments, their public service, civil aviation authorities and tourism office

Community leaders and grass root organisations

Pacific Island state owned enterprises and commercial actors responsible for airports and airport services, airlines, tourism

Australian Government agencies – ATSB, CASA, the Bureau of Meteorology and Air Services

Our Journey

The Australia-Pacific Partnerships for Aviation (P4A) program builds on DFAT’s previous aviation investments, namely, the Sustainable Pacific Aviation Connectivity Program 2020-2022 (SPACP) and the Sustainable Pacific Aviation (SPA) Program (2022-23). A key area of Australia’s support was delivered through the Pacific Flights Program. In 2020, the Pacific Flights Program was established to facilitate regular commercial flights to mitigate the economic and humanitarian impacts of COVID-19. This support enabled the transportation of essential supplies, vaccines, and the movement of people including healthcare workers.
